Where Harlan Stands

As your representative, Harlan is committed to ensuring that state government fulfills its most basic promises: to preserve our ways of life, to protect our families, and to help all generations prosper.

As a small business owner, myself, I understand the burdens of big government. Small business owners, consumers, and workers gain more with less regulation and common-sense tax policies. This means simplifying our tax code so it works for businesses and ending Gross Receipts Tax in New Mexico, making us competitive with neighboring states.

I will always promote and protect our Oil and Gas Industry which is our primary revenue for the states budget. In 2023, New Mexico Oil and Gas Revenues were $7.5 Billion dollars that went into the General Fund, and $6.4 Billion to the non-general fund. This funds our schools, our infrastructure, and other vital services that keep New Mexico running.

We must have a strong workforce which is vital to the states economic health and I will advocate for Career and Technical Educational (CTE) programs that will prepare youth and adults for a wide range of high-wage, high-skill, high-demand careers.

Over the last two decades, litigation, preservationist ideology, bureaucratic processes, and executive actions have sabotaged multiple-use and sustained yield statutory mandatesparticularly in the Western United States.

For this reason, I stand with New Mexico's Farmers and Ranchers concerning the lack of details and unspecific goals for the Biden Administration's unacceptable "Executive Order" establishing a mandate to protect at least 30% of our lands and waters by 2030 (30 X 30).

This agenda jeopardizes our food supply and the economic freedoms for New Mexican ranchers and farmers.

Stewardship of our lands is embedded in our shared Western and Conservative values. Sustainable, healthy land is the lifeblood of rural communities in New Mexico, and our outdoor heritage and rural economies thrive when our lands are appropriately managed by the "We the People."

We must preserve our shared values and western heritage while fighting the current Administration's bureaucratic overreach and I intend to do that on your behalf in Santa Fe.

I want to encourage traditional values of faith, family, and personal responsibility. We are losing ground with family values and the nuclear family that has been the backbone of the American story. I believe we are in a spiritual battle fighting for our children. Its up to us to fight todays battles so they dont have to.

I want individuals in District 56 to respect the free exercise of religion. I intend to defend the self-evident truth, "that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness."

As American citizens we have a right to protect our families and keep them safe. We have a right to purchase, carry, and use firearms whether it is for hunting, recreation, or personal safety.

The Government is slowly chipping away at lawful citizens rights by creating legislation that delays purchases and restricts where we are allowed to carry our firearms. They want to hold firearm manufacturers responsible for criminal activity and tax our ammunition.

We must stop radical politicians from destroying our Constitutional rights. Its time we punish law breakers, treat criminals like criminals, and put them behind bars.

New Mexico has many obstacles between crime, mental health, and social issues. In order for a society to exist, we must face these challenges and dedicate resources to keep order, promote positive mental health and protect our liberties.

Maintaining law and order is for our protection, our general safety, and our rights from abuses by others. Respecting our legal system and the principle of justice will lead us to safer and productive communities.

I will advocate to eliminate the revolving door for repeat offenders, and ensure our courts will prosecute violent criminals and hold individuals accountable for their actions.

We are at a serious crossroad on our southern border. We are literally being invaded the influx of illegal immigrants has posed a threat to our civil society.  Americans are being murdered, victimized by theft, and feel the financial burden of this enormous amount of illegal immigration.

We must close our border, restore order, vet immigrants and start the legal processing to citizenship in a lawful manner
